At what rates do the aggravated, lethal, and bashing damage heal at without shifting to heal faster? also can this process be sped along by the use of the medicine ability?

The health system starts on page 187 of the book. The stuff for a Garou healing is listed there (though not in a clean and friendly chart. You have to pick through paragraphs.) Though TT might have a nice little chart to look at.
If you are looking for other creature types and their rates of recovery you will have to look in other sources.
